Federal workers are WAY behind inflation over that time period, and farther behind the private sector for similar positions. The federal work force is losing good people because the feds won't pay for talent. The IRS, the collection arm of the government, has lost 20,000 employees, or 20% of its workforce, in the last 6 years. 50% of the IRS is currently eligible for retirement. Think how big the deficit will get if the IRS can't collect owed taxes. Each additional IRS employee generates about 5X their salary in previously uncollected taxes.
