"Peer review" is not the issue

The "climate change" lobby claims that (1) global warming is occurring, (2) that mankind's activities ar the primary cause and (3) action must be taken to change mankind's activities. It is proposing an immensely costly program, the Paris Accord, to accomplish those changes.
If correct, the mini ice age thesis, calls those claims into question. The issue is whether or not that thesis is correct. If mankind pursues the course of action set forth in the Paris Accord and the "mini ice age" thesis is correct, then a hell of a lot of money will have been wasted.
So the relevant issue is not whether or not the theory has passed the Peer Review process, but whether or not it is valid. Peer review is simply one of the processes by which that determination is made. And its conclusion is not necessarily the final word.
