And it was among the most celebrated parts of the bill. The US main weather model was so far behind in accuracy compared to the European model. Congress easily saw this, and funded improvements to the model, and the modeling center. Actually, they built a brand new modeling center.

And it paid off. The US model was dead on balls accurate when predicting Harvey.
