a. No, it isn't. Diplomacy is talking to each other. My recommendation was to talk to him, for a good 2 minutes, and close the discussion. Why - as I have stated countless times also - would you want to talk to a known liar. We shouldn't give a damn what they have to say.

b. We shoot them down to let them know we will DO something, besides just talk like our useless buffoon obozo would do. We shoot them down to forestall them improving their system - maybe critical. We shoot them down to test our own system, which we may actually need.
