Politicians, central bankers, crony capitalists, military leaders


do we govern those occupied territories?

We? You and I don't govern over anything besides our respective private property. If you are talking about the oligarchs, then yes, they impose their will on those occupied areas via force.

do they pay us a tribute?

Us? Doubtful that you and I receive anything. Yes, the oligarchs are rewarded with tribute in many forms.

are they subject to US laws?

Probably. No that being subject to US law is something that should be glorified as good.
