To do with the ones in the military before he just makes an one size fits all decision like Ash Carter did when Obama let them in. I don't know if you remember, but when Obama made his decision, he gave the military 365 to figure it out. We still don't know what standard a trans person is supposed to follow. We're making it up as we go.
