However, it's a matter of enforcement, isn't it?

ICE doesn't have people everywhere, and the main issue is local police forces releasing undocumented people after knowing they're undocumented instead of holding them and giving ICE the right of refusal on their deportation or any immigration action.

If you've got a person that's violating federal law, especially one that hasn't been invalidated by local law, you've almost got to let the federal enforcement people make the decision on whether they'd like to bring charges or not. Right?
