suspected of breaking the law then yes this 'expert' was wrong.

Sounds to me like another liberal judge who was attempting to make law from the bench. If the judge felt he had stepped over the line then sanction him for those cases. But what judge has the power to instruct the police to stop enforcing the laws without putting an injunction on the laws in question?
