but how practical would it be to build overflow water pipelines from major reservoirs to arid areas of the country?

Think of all the oil we pipe. And think of all the areas of the country that are crying for rain right now. You start pumping to lower the level prior to a huge storm hitting. There has to be billions of gallons of rain being dumped just on Houston, not to mention the surrounding areas. Most of it will wash back out to sea.

Let the ridiculing begin.
