wheel chair they keep showing as she's being rescued out of the water and she said yesterday her mom (the one being rescued) said they were told to "shelter in place" and no one anticipated flooding in her area.

It reminds me of a horrible recording I heard from a guy in the World Trade Tower calling 911 and being told to shelter in place - they will come get you.
