The story that you are apparently referring to is one that indicates that subpoenas have now been issued some of the executives at the six ad firms that worked on the campaign.
Frankly, Mueller is pursuing the classic strategy in white collar crime cases, namely start at the bottom and put pressure on the lowest ranking persons to "turn" on their superiors and gradually work one's way up the chain to the top with each level in turn testifying against the others.
The fact that he's had to resort to investigating Manafort's Ukraine activities would seem to suggest that thus far Mueller has not discovered much to connect the Russians and the Trump campaign.f
Essentially, what he's doing is hoping he can show that Manafort's efforts prior to becoming Trump's campaign manager violated the law and use those violations to try to force Manafort to turn on the Trump campaign. Frankly, that seems like a Hail Mary.
