What would happen if there was no state University? Short answer, qualified students would go out of state and never come back so we'd be left with those who weren't good enough to go out of state.

Tax breaks for employers are worth billions in taxes each year. "Tax breaks" for the University are millions.
The difference is that private corps can hire lobbyists to bribe politicians and the University can't.
