Just because you own a piece of land doesnt mean you can do with it whatever you want. He knew he wasnt supposed to til there, and he did it anyway. He had avoided that area before. And, he lied about what he was doing and how deep he was tilling. I grew up on a farm, and farmers need to be more aware of what they are doing to their land and the water nearby.
On the other hand, thats a ridiculously steep fine; they clearly took it way too far. I think this is a warning scenario and 'dont do it again'. If he does, throw the book at him. Borderline abuse of power, IMO.
