Actually I have friends that do this. They are taking up scarce high density "public" parking spots downtown every night and were having people stay in an unimproved shed that had no fire code compliance outside of a smoke detector. No egress window or anything.

Some minor oversight should be allowed, but nothing like kc is thinking about.
