...or been in the military, but a memo with your signature is considered a legal document. It's almost the equivalent of a sworn legal statement. It's difficult to overstate the weight they carry.
Why?
Because they're typically written right after the incident, thus they're considered highly accurate. By the way meta data that can be found in any computer can validate when Comey actually wrote the memo, so the backdating question will be quickly and decisively answered.
The time taken by the person writing them implies a sense of responsibility and fidelity to the truth.
Ridicule it all you want, but that's the way memorandums are viewed in government, military and legal circles. And I believe their views matter more than yours...
