does the preamble state or grant any constitutional power of any branch of gvmt. It states the purpose of the document, "in order to.. we ordain and establish this Constitution"
Your pointing to "provide for the common defense" as constitutional authority for the EPA and BLM (or anything else, for that matter) is ignorant, ridiculous, and stupid. But, it does explain your failure at grammar and understanding language.
