black, you figure the majority of traffic tickets written will be to black drivers.

Add to that MANY of the tickets were written for repeat violations of driving with expired plates, no proof of insurance, driving while suspended/revoked to MANY frequent fliers.

It doesn't take long to recognize a person driving who you just ticketed last week...and the week before....and the week before. Had a guy working in the Ag Bldg who got ticketed almost daily for driving with expired plates. A Nigerian grad research assistant who drove a Volvo but refused to keep the plates current. Was he targeted? Hell yes he was. Every time he drove onto campus someone was stopping his green Volvo for expired plates and signing him up to the program. At some point you would think he'd figure out it was cheaper to renew the plates than go to court for tickets.
