There are a LOT of behind the scenes expenses to download the data and store it on a secure server. Every officer I've spoken to about in-car or body cam video loves it, but you have to deal with the technology hiccups (hard drives and media cards crapping out mostly--they are in a harsh environment) and adsorb the budget hits for the IT services to run and maintain the system.
