To my knowledge it's not illegal for a civilian to do consulting work with foreign governments. From what I've read the big issue is the DoJ's knowledge of the consulting services prior, during, and after. It appears Flynn's firm was retroactively in compliance therefore not breaking the law. In regards to Russia all we know is his phone call with Russia was nothing. I can't comment on classified information since we have no idea what it is.
