in the DOJ, Social Security controls the management of eligibility of beneficiaries, the cost of administration of legal regulatory enforcement and compliance is in the HHS, building and maintenance costs are covered by other government entities, and in and of itself Medicare and Medicaid operate under completely different business models as any government versus private business would.
