put them back in regular classrooms full time, with a full academic load of classes..

then... you require they take the standardized tests (which 100% of them will fail)

then you add those failing scores in with the general population and WALLLA!!! you have underachieving schools which you can privatize and auction off to your corporate masters to "improve".

The kid's don't get the services they need either and end up disrupting the regular ed classes.
