Gov. They created these service centers, that for all practical purposes do not have to compete for business, are provided with contracts from the USG, and then you are surprised when there are complaints.
But let's press on. In response to these complaints the centralized DC office issues a thought shalt do series of memos in a one size fixes all solution. Amazingly, it didn't work, but honestly they tried so good for them.
However, now you are complaining because the new Secretary rescinded these memos and plans to replace them with her own in an effort to solve the ongoing problem. Again, good on them for trying but they will run into the same problem as the previous administration.
Perhaps the better solution would be to take the government out of the student loan business, an no I am not talking about making them less available
