intercom that they were offering the legal maximum compensation of $1,300 and then read the seat number of the passenger who by contract needs to de-board. Announce the plane can't depart until the passenger vacates his seat

Have the Air Marshal stand next to the guy to protect him from 100 people screaming for him to get off so the plane can leave
