If he had wanted to remove them totally and permanently, he could have done so.
He did not, instead he wanted a political victory to cover his loathsome and cowardly act, rather his non act, of allowing his mythical redline to be ignored.
You seem to suggest that his efforts and his statements were in good faith. I submit that they were not.
Rather, they were a sham and a pretense and nothing more.
