10 fouls a game when the defender doesn't go after the ball and i think that's Hefe's point. In close games when teams foul intentionally pretty much every foul would be a F1.

It's about excessive contact, if the shove was hard enough to knock him over then i can see it being called but clearly they got their legs tied up (unintentionally) and that caused him to go to the floor.
