Girl consents to sex with 2 football players. Others line up and manage to get it in. Acts are videotaped. Police investigate complaint from "victim" and no charges are filed because they can't determine if a crime was committed.

University determines players--and it was all players involved in the sex acts--violated code of conduct for athletes and holds them accountable.
