During the off season you can't have coaches running practices (or at least thats how it used to be). Their ware also rules limiting the # of players who could play together at a time. So players would meet and have unofficial practices during the summer and early fall semester. Managers would often organize these things from my understanding of it.
Please explain why this message is being reported.
