Look at the number of top football prospects produced by the regions you cite. Texas and the Southeast produce vast amounts, they're talent rich.. However, it is very, very difficult for Mizzou, as an out of state program that has had some, but not overwhelming success, to go to those areas and consistently land the top tier prospects. Most of the kids the Tigers have, are and will be able to land from those areas are second tier prospects.
Missouri's border states in some instances don't produce very much talent (Kansas, Nebraska, Iowa, Kentucky, Tennessee and Arkansas), are locked up by local programs (Okalahoma) or are being heavily recruited by more successful programs than Mizzou (I.e. Illinois with all the B1G and the Golden Domers.
Finally, Missouri doesn't produce that many top flight prospects and it has always had trouble keeping the best instate prospects out of the hands of the top national programs, i.e. Elliot to Ohio State, Henteges (sp?) to Alabama.
