That's just media spin to push an agenda. They just used Clay Travis (works for Fox and has ties to ESPN) to float the rumor. The networks would likely lose those lawsuits. Big 12 media contracts don't specify the quality of schools in expansion. There is an automatic provision in the contracts which allows for a pro rata increase in payout if new schools are added. It's bad enough that the Big 12 wants to add inferior schools, but what is especially galling to the networks is that the conference wants to pay out less to new members and keep the difference, thus upping their own pay. Technically, Fox and ESPN can't stop it, so they're trying to pressure the conference to change the contracts so that doesn't happen.
