He was holed up & at great risk, but he surrendered

before they killed him.
The Orlando shooter was still killing people and the Dallas shooter was taunting the police and gave them no hope that he would ever surrender.
It may have also mattered that they had been called to his home by his father, vs the guy going out with the intent to kill as many cops as he could and ambushing them, asking them how many he got so far on communicatoins trying to get him to surrender.
Perhaps I'm wrong, but I can't imagine cops thinking along the lines of "Hey, this guy's white, let's let him live even if it means we're putting our lives on the line trying to do so." or "He sounds like he wants to surrender but the SOB is black, let's think os some excuse so we can kill him anyway."
