Explain how that is a User Fee and not a tax. Can someone like pickle opt out of having to pay that army or navy User Fee because he isn't a "user" of their service?

Does a police force exist and depend on people calling them for help to draw a salary? That would seem to incent them to have a high crime rate so they can collect lots of user fees....
