Of course the force is being halted and interfered with by a cop and threatened. But then you'll probably say, "what if the car was parked and the cop happened upon it?" That would be irrelevant. The writing of the ticket is part of enforcing the "law"; it is still an infringement of rights and a violation of the NAP. Of course, gvmt's existence is a violation of the NAP and an infringement of rights, so trying to tease out every action and ask about every action is a bit silly, especially since you aren't interested in learning
