least a couple of reasons for refusing to make that pledge.
One, was the generals wanted to keep options open for using tactical nukes under certain hopefully very unlikely scenarios.
Another was to keep others on the defensive, not knowing what we would do, or how we would react... perhaps some situation like the Cuban Missile Crisis, or just to keep other countries from deciding to push their luck on some issue or another.
