I imagine that it's all negotiable. The candidates can say that they will debate... or not. They probably argue over which network would have the debate, where it would be held, on what date, what time and so on.

If The Donald & Hillary agreed on the parameters they could select whichever network they wanted to host it. I don't think the networks would not agree to do them sans some rules that they themselves had set, such as the % of likely voters claimed they would vote for a candidate.

I'm sure it's not some law anywhere.
