Usually the unemployed have some "Baggage" they bring along with them. In my field in STL there is exceptionally high demand for people who can fill a position and do the work.
But I know a person in my field with 20+ years of experience who cant even get an interview for these positions due to his "baggage", and most everyone knows this (but him).
So yea it is all "bad luck".
