Granted, that doesn't narrow down their list much. At some point, everyone with a professional career has been handed a project by their boss and told, take your time, no rush.
Aka, we want this to fail, but we can't say that in writing, or out loud. We'll just slow play it, starve it of funds, move it down the priority list.
The head of the IRS was a master of that on the Lois Lerner case. He'll do the same here.
Expect a lot of destroyed testimony, crashed hard drives, and lying to congress.
