Cleveland Metroparks is one of the charter members of the Park Law Enforcement Association. I can recall attending a conference where various agencies across the US were having to deal with being armed/unarmed due to the various reasons of their governing bodies.
Clay Co (MO) Park Rangers weren't armed for years because of political in-fighting from the Sheriff. He wouldn't issue them commissions because he wanted the law enforcement functions to fall under his department.
Jackson County's Rangers were unarmed as well for many years.
