says that governance ought to be handled at the lowest level possible.

The federal government should handle defense, interstate commerce and perhaps a few other things like disputes between states.

The states should only handle things that are too big for the counties, cities and towns to take care of... and so on.

That would go a VERY long way to minimize or even eliminate a lot of the problems we're experiencing.
