You started in the middle... going back a little further...

we (at least the CIA) stirred up the trouble in Egypt, UAE, Libya & Syria, giving money, weapons, training and intelligence to radicals over there, many of whom we had been fighting earlier as Al Qaeda, knowing full well that they were likely to go off the deep end and establish their own country... in the hopes of "regime change" in those countries.

The resulting carnage and terror chased many of the people living in those areas to flee as refugees... and Europe was flooded and the U.S. took some in with plans for many many more, even though ISIS was bragging that they were deliberately sneaking terrorists in with the refugees...
