want to teach non-Muslims about Islam (well, maybe they do, but that's not their primary purpose as stated there).
Instead, they want to teach Muslims about what is proper Islam (which you would assume teaches against the groping and the honor killings and the beheadings and the bombings and the axe attacks).
It is an interesting idea, though very intrusive by the government.
