threat. He was in his own world and not doing anything remotely threatening.

1) Police are so frazzled right now, mistakes and "over-responses" are going to be inevitable.

2) 9-1-1 caller, which I didn't hear the tape, said it was a man with a gun. Just like Tamir Price, that puts everyone on high alert. What dispatcher's didn't say in Tamir's case was the caller thought it MIGHT be a toy. Guys are the street need as much info as possible...that little tidbit may have affected their response.
