Three factors:
1) MLB
2) Home Club
3) TV
Think home Club sets usually gets a lot of discretion on non get-away games...where getaway games are dictated generally by mlb. If the game is nationally televised by Fox, ESPN, FS1 etc they can control time within MLB guidelines for TV.
