What the numbers mean is the question.
Obviously if you take police away from a volatile area you're going to see increased crime.
The question would be whether or not the drug laws, the economic systems which creates great division in wealth, the hijacked educations system, the trade agreements that have allowed corporations to make more money by manufacturing overseas ect have created the volatile environment.
