your best players picked off each year. Not sure it would be that much fun being a fan. Of course, each year top players from Tier 1 move around to get more money. I'd be interested in seeing the statistics on that.

My Montana State Bobcats get rejects from higher level schools more than higher level schools poach their better players. Maybe this would be the case for Tier 2 schools, too, under the scenario in question.
