The reform that established Power Five a few years ago literally game them carte Blanche to make their own rules. In other words the Power Five programs do not have to follow and are not necessarily affected by the NCAA administration, staff or any other division. Let me restate, the Power Five programs can literally do anything that the majority of Power Five Programs damn well please and agree to as a group.
