Police rarely pull over someone going 4 mph over the speed limit unless there is a threat to safety. Police here did not enforce mask orders.

Discretion is critical to law and order as anyone with sense realizes a law cannot capture the entirety of a situation. Only fools believe the intent of laws is to follow the letter of every law rigidly without exception.
