TV ratings is dumb and if the NCAA is really doing that, then they are idiots. But it's the NCAA so they probably are doing that. People are going to watch the NCAA tourney no matter and I would argue that having a wider spectrum of blue bloods and non-traditional powers would drive more viewers than having the blue bloods going at each other. And there is also the risk of the NCAA alienating a huge portion of their programs' fan bases by ignoring conduct of the better programs. If the NCAA nails kU, it's not going to hurt their NCAA tourney ratings. If the NCAA tourney in 2021 doesn't include kU, Arizona and other blue bloods accused of cheating, there will still be enough programs to drive interest.
