If they decide to give everyone another full year eligibility, I have some ideas on how to make the decision more appealing. Using softball for my example.
1. Freeze the scholarship amounts per class on each teams rosters. For example team A has 3.5, 3, 2.5, and 3 in their classes. This is in order by senior, junior, sophomore, freshman.
2. The method would allow team A to award 3.5 extra scholarships next year. So team A has 12 full scholarships, plus 3.5 for retaining players. Flexibility probably would allow coaches to increase or decrease the amount of the scholarships for retained players. If for example team A has 5 returning senior players and 2 elect to forego their extra season and their scholarships total to 1.5, team A would get 2 extra scholarships next year.
3. The same method works for the junior thru freshman classes. As they become the senior class the team is awarded extra scholarships based on what the class had in the 2020 season minus transfers.
4. This mostly solves the difficult situation with incoming players and their promised scholarship amounts.
5. To alleviate larger rosters, and lack of playing time, maybe they should allow players to
participate in up to 15 games and still redshirt.
6. Some leeway needs to be provided the incoming freshmen. If it’s playing time that was originally driving their decision they should be given an opportunity to go somewhere else.

I’m not advocating this system. I’m just thinking this might solve most of the problems if that’s the way the NCAA decides to go.

This method gives scholarship advantages to teams with large senior classes, it’s not perfect, but a little more appealing I think.
