So the NCAA is going to a pro forma whitewashing so they can look like they are doing their job... and will then determine KU is a victim of the cash-stuffing shoe scamsters. The federal court has already said KU is a victim and so the NCAA is bound by that because of the legal doctrine of res ipse dixit. Go find a KU grad to translate that for you. The ncaa head of enforcement is.... wait for it..... a KU law grad! Surprised?
