Didn't know that about Iowa. Just pulled this from the office of registration at U of Iowa:

A determinant of residency status is the students' domicile, or home. Students who come to UI from another state and enroll for a full program, or substantially a full program, shall be presumed to have come to the state of Iowa primarily for educational purposes rather than to establish a home, or domicile, in Iowa.

If nonresident students wish to become resident students for admission and tuition purposes, it is their obligation to prove that they have come to the state of Iowa for reasons other than education. Students must submit a completed and signed Application for Resident Classification along with the following documentation to demonstrate that they are in Iowa for reasons other than education:

Employment in Iowa for 1,560+ hours annually over 12 consecutive months, averaging at least 30 hours each week, with Iowa tax withheld by employers and demonstrated by regular pay statements

This employment status is considered full-time by IRS regulations

If enrolled anywhere during the qualifying year, or 12 consecutive months of 1,560+ hours worked, being enrolled not more than a maximum of 6 s.h. during Fall or Spring semesters and a limit of 4 s.h. over Summer at the undergraduate level

Within 45 days of arriving in Iowa complete the following:

- Obtain an Iowa driver's license (D.O.T.-issued ID for nondrivers)
- Register to vote in Iowa (U.S. citizens only)
- If your name is on the title of a vehicle, obtain Iowa license plates
- Begin filing individual annual Iowa resident income tax returns
- No longer be claimed as a dependent by your parents or anyone else on their tax returns
- No reliance on financial resources from outside the state of Iowa
